I would recommend Facebook and Instagram. Facebook is a formal site which libraries can use to share events, results and other nick naks while Instagram is an informal site which they can also share events, results and such but in a more creative way. Using Facebook and Instagram means that they are also connecting with a wide age range as Instagram is used more by younger people and Facebook by older people generally.
